To access Willow’s Wardrobe, you need to purchase it from the in-game store for £4.99 or $4.99 or the equivalent in your local currency before the first Thursday of June.
The quest itself is a timed quest quest, so, if you want to earn its rewards, you need to do so Before 10 a.m. (local time) on Thursday, June 1. If you do not complete the task by this date, it will expire and you will not be able to earn any of the rewards you missed.

How to buy Willow’s Wardrobe in Pokémon Go
Willow’s Wardrobe is a paid research quest that will be available for purchase in the Pokémon Go in-game store through Thursday, June 1.
The cost of the task is £4.99, $4.99, or the equivalent price for your local area. It is non-refundable and cannot be purchased with PokéCoin.
To purchase a ticket, you need to visit the in-game Pokémon Go store, which can be accessed via the game’s main menu. From there, you just need to find the banner announcing the mission.
Selecting this banner will show more information about the task. To purchase it, select the Buy button before following the purchase instructions for your device.
The mission will be available from the moment you purchase it, which means you can start unlocking rewards right away.

You must complete the timed quest of Willow’s Wardrobe by 10 a.m. (local time) on Thursday, June 1 in Pokémon Go.
